Pakistan Government Revenue

Pakistan’s government revenue stood at 15.73 percent of GDP in 2025, marking its highest level on record and ranking 163rd globally, according to IMF data. This peak follows a prolonged period of fiscal consolidation and modest improvements in tax collection, contrasting sharply with the historical low of 9.66 percent recorded in 1998 amid economic instability and structural weaknesses in the revenue administration. Over the 46-year coverage period, revenue performance has remained constrained by narrow tax bases, widespread exemptions, and challenges in broadening the taxpayer base. At 15.73 percent, Pakistan’s revenue-to-GDP ratio slightly exceeds that of Benin at 15.57 percent but remains below peer nations such as the Dominican Republic, which recorded 16.00 percent in the same year. Despite recent gains, the country continues to lag behind regional and global averages for middle-income economies. Sustained improvements will depend on deepening tax reforms, enhancing compliance, and reducing reliance on indirect taxation. Without structural overhauls, the upward trend in revenue mobilization may stall in the face of political resistance and economic volatility.
