Data & analysis

Top 5 · 2025 · % of GDP

  3. Bermuda — 92.35
  4. Channel Islands — 90.71
  5. Macao SAR, China — 89.75

The 2025 ranking of services value added as a share of GDP reveals a clear pattern: the top positions are dominated by small, high-income jurisdictions with specialized financial or tourism-based economies. The Isle of Man leads at 93.89%, followed by Hong Kong SAR, China at 92.56% and Macao SAR, China at 89.75%, all of which have minimal manufacturing or agriculture and rely heavily on banking, insurance, or hospitality. At the bottom, Libya’s 1.42% reflects an economy overwhelmingly dependent on oil extraction, where services contribute almost nothing to output. Guyana, at 6.15%, is similarly distorted by a recent surge in resource extraction. The vast gap between the top and bottom underscores how structural reliance on natural resources can suppress service sector development. As the global economy shifts toward digital and knowledge-based industries, the leaderboard could be reshuffled if resource-rich nations diversify into services or if smaller financial hubs face regulatory pressures that erode their competitive advantages.
