Cuba's youth literacy rate has consistently demonstrated a high level of proficiency, with a 2019 rate of 99.61% ranking it eleventh globally. The country has maintained a near-universal literacy rate since 1981, with a slight fluctuation between 99.57% and 99.96% in 2002. Notably, Cuba's rate in 1981, which coincided with the beginning of the country's coverage, is identical to its all-time trough, suggesting that the nation has made little progress in improving its youth literacy since then. In comparison, Italy, a peer country, boasts a 99.87% youth literacy rate. Cuba's robust literacy rate has been sustained despite economic and social challenges, underscoring the nation's commitment to education. However, a decline in public investment in education or a deterioration in the country's economic situation could potentially jeopardize this trend, necessitating a reevaluation of Cuba's education policies to ensure the continued maintenance of its high youth literacy rate.
